His name is a pun! If you say "Ueda Peanuts" fast enough, you'll find it sounds similar to "Who ate the Peanuts". He appears first in Season 2, where he is an alumni at PK Academy and is doing a comedy show that Saiki dislikes but everyone else in the class seems to love.
